City developers decided to keep the charm of the region, and set up controls to prevent the destroying of the Spanish structures in 1925. It was the first time in the US history that the importance of historical buildings was considered, and guidelines was implemented to maintain it. In 1960, the city founded legal protection for its historical landmarks.
